Fischer
Executive Director
Colorado River Water Conservation District
201 Centennial Street, Suite 204
Glenwood Springs, CO 81602

Dear Mr. Fischer:

Weare pleased to submit herewith our final report for the Yampa River Basin
Alternatives Feasibility Study. Several technical Task Memoranda were submitted over the
course of the Study describing in detail the activities undertaken and conclusions reached as the
Study progressed. This report consolidates those memoranda and new material into a single
document.

The Study examined the current and future water supply and water-based recreation
needs of the Yampa River basin and the potential for establishing a mainstem instream flow.
water right using a portion of the District's Juniper Project water rights, In this context, the
Study evaluated potential water storage opportunities to meet those water needs while
preserving a mainstem instream flow regime conducive to the recovery of the endangered
Colorado River fishes, A final recommendation was made for development of additional water
storage capacity and creation of an instream flow water right.

We wish to express our appreciation for having the opportunity to perform the Study and
for the excellent guidance provided by the District's Project Manager, Mr. Ray Tenney, and by
the Study's Technical Steering Group and Public Advisory Group, Invaluable assistance was
also provided by our subcontractors, Doug Laiho of Muller Engineering, Bill Miller of W.J,
Miller Associates, and Warren Keammerer and Bob Stoecker of Stoecker-Keammerer
Associates ,

We have thoroughly enjoyed working on this interesting and important Study and look
forward to assisting the District in future activities, related to Yampa River basin water
resource planning,

Sincerely,
Hydrosphere

by:

~li

Charles M.
