With time. the proposed action would be reversible (except for the <br />expense of the modifications). <br /> <br />Decision Process - If. after a public review, Reclamation finds that endangered fish <br />are likely to benefit from warmwater releases and all significant adverse impacts can be <br />avoided or mitigated or reversed, Reclamation would then consider proceeding with a <br />Finding of No Significant Impact and would begin modifying the intakes in fiscal year <br />2000.
