<br />5348 <br /> <br />. any additional water supplics needed, including costs, beyond the supplies ( <br />produced by each of the groundwater management alternatives (based upon the <br />adjusted demand projection) and the implementation-timing for those supplies; <br />. the regulatory and institutional constraints to the groundwater management <br />alternatives; <br />. all monetary, regulatory, and environmental impacts and costs including potential <br />mitigation options and costs to mitigate environmental impacts; <br />. the institutional mechanisms needed for the operation of the groundwater <br />management alternatives; <br />. the timing as to when costs (system development charges and/or water use rates) <br />to Study Participants' customers excced the highest 20% of costs to other water <br />customers in the Denver metro area, as well as the highest 10% and the highest <br />5% for each alternative. The consultant will develop a benchmark review of costs <br />to supply water at the tap in representative Colorado Front Range communities to <br />provide a comparative basis for thc economic reasonableness of alternative water <br />supply strategies; and <br />. a projection of thc expected increases in customer costs over time of the <br />groundwater management alternatives. <br /> <br />Task 3: Conjunctive Vse That Exclusively Vses South Platte River Water - afeasibility <br />analysis of conjunctive use alternatives that exclusively use South Platte River water <br /> <br />The consultant will conduct a feasibility analysis of the different alternatives for the <br />conjunctive lIse of groundwater and South Platte River water, including the timing for <br />each alternative. The consultant will compile all existing studies applicable to this task <br />with the goal to reduce duplication and to build on previous planning efforts. This <br />analysis will be conducted assuming first that groundwater management Alternative B is <br />operational and then groundwater management Alternative C is in effect. <br />The goal is to implement a conjunctive use alternative in sufficient time to avoid a case <br />where the Study Participants' customers would be charged an intolerable cost as <br />groundwater is used to a greater extent. A second determining criteria will be when the <br />use of the Denver Basin aquifers is affected by physical, water quality or other factors that <br />limit its long term effectiveness. The Study Participants, with the concurrence of the <br />Management Team, will defme what amounts to an "intolerable cost". The following are <br />factors the consultant will use, and the analysis the consultant will conduct for any South <br />Platte-only conjunctive use alternative(s): <br /> <br />. all physical infrastructure needs for a conjunctive use component to the same <br />master meter location previously identified by the Study Board; <br /> <br />. an assumed use of only that amount of South Platte water that can be regulated by <br />Denver Water's South Platte reservoirs and water rights without materially <br />increasing Colorado River depletions (Denver Water will provide all surface <br />hydrology modeling data that involves its water rights or structures); <br /> <br />dcwrascope orwork 12101199 <br /> <br />6 <br /> <br />( <br />\. <br /> <br />( <br />
