<br />5344 <br /> <br />Study Management <br /> <br />( <br /> <br />A Management Team comprised of executive representatives (MTR's) from the Study <br />Participants, Dcnver Water, and the District will oversee this study and give direction on <br />when the study process can move to the subsequent stages. Each entity will provide not <br />more than three representatives to the Management Team with those representatives <br />keeping their agencies informed and obtaining approvals oftheir constituencies, as <br />needed. Management Team decisions related to the Study will be based upon unanimous <br />agreement. If unanimous agreement cannot be reached, it will be the Management <br />Team's responsibility to identifY options that are available to move the Study forward and <br />to provide the necessary direction to the consultant. A Study Board comprised of one <br />representative from each of the Study Participants, Denver Water and the District will <br />manage the day to day activities of the Study. <br /> <br />It is the intention of the entities to engage a qualified consultant or group of consultants to <br />provide necessary services as may be required to respond to this Scope of Work or to <br />perform other services as may be identified to meet the goals of the Management Team <br />and the Study Board. The Study Board will be responsible for retaining the consultant <br />and establishing contract terms for agreed-upon services to respond to this scope of work <br />and a negotiated fee. An independent peer review panel reporting cjirectly to the Study <br />Board will be used when, at the discretion of the Study Board, a technical issue requires <br />indepcndent assessment and confirmation as a basis for responding to this Scope of <br />Work. The Study Participants will be responsible for implementing their own governance ( . <br />and resolving issues between its members (Participant Agreement) so the Management <br />Team is addressing an accepted consensus position. The Study Board, with review and <br />concurrence of the Management Team, will determine how the Study will be funded and <br />the appropriate level of that funding. The consultant retained to conduct appropriate <br />studies must recognize that significant decision points in the study will require adequate <br />lead time for members of the Study Board and the Management Team to brief and gain <br />acceptance from their goveming entities and their constituencies. After that acceptance is <br />reached, the Management Team will authorize subsequent stages of the Study. The Study <br />Board will be responsible for addressing any needs of the Study including data collection <br />and confirmation of criteria to be used in all decision-making tasks, where the consultant <br />is unable to acquire the information necessary to complete the tasks. <br /> <br />Study Tasks <br /> <br />The study will involve four broad areas of review, which will be performed in a <br />systematic manner. Previous studies will be used to the extent possible and as directed by <br />the Study Board. The planning period for the Study will be through the year 2050.
