In fact, we were <br />unable to obtain legislative reports from OMB expressing the <br />Administration's position until late in December, 1982. <br /> <br />A brief analysis of the changes sought by the Administration <br />is enclosed (January 14, 1983, memo from Jack Barnett). As you <br />will see from the first page of the memo, there are four major <br />issues. The most important of these may be the one concerning <br />cost-sharing, because it raises the issue of using power revenues <br />from the basin funds. In this regard, see the attached January <br />28, 1983, memo from Myron Holburt (Colorado River Board of <br />California) . <br /> <br />Grand Valley Project, Stage 2 <br /> <br />The general categories of salinity reduction measures which <br />have been identified for Stage 2 of the Grand Valley project are <br />as follows: <br /> <br />(1) Canal lining (concrete or membrane), <br /> <br />(2) Cut-off barrier (similar in concept to a slurry trench) <br />below the Government Highline Canal, <br /> <br />(over) <br /> <br />119a <br />ai/14 <br /> <br />John R.
