Nebraska <br />objectives call for investigations of streams, especially those river <br />reaches and water-rel ated areas of historic, scientific, and cultural <br />value. After appropriate evaluation, these reaches could be protected <br />through some form of des i gnat i on procedures. One aspect of Nebraska's <br />State Water Pl anning and Review Process has been an Instream Flows <br />Policy Issue Study; this effort is nearing completion. <br /> <br />Within Wyoming, a goal is to give proper consideration for future <br />availability to natural, historic, and cultural resources in water and <br />1 and resource p 1 ann in9 . Inventor i es are bei ng made of these resources <br />and additional efforts are being pl anned to focus on these important <br />items. <br /> <br />Each of the States wants to provide improved water-based outdoor <br />recreation for its citizens. A goal in Colorado is to expand <br />recreational use of private and public water bodies. The State <br />calls for operational studies to improve recreation opportunities <br />and for local entities to work toward providing recreational access <br />to private reservoirs. Wyoming objectives seek to provide recreational <br />opportunities for the expanding populations resulting from energy <br />development. The State calls for expansion of existing facil ities <br />and development of new recreation areas. Nebraska encourages local <br />political subdivisions to provide recreational opportunities. <br /> <br />Along with the multitude of problems, opportunities, and issues facing <br />the many interests in the Upper Platte River Basin is coupled the need <br />for a wide variety of technical data and information. The studies <br />carried out primarily by the Fish and Wildlife Service, Geological <br />Survey, and Bureau of Reclamation go a long way toward filling the <br />information voids and provide a basis for future efforts to address the <br />management of resources in the Upper Platte. <br /> <br />Many interrelationships exist among the problems, opportunities, and <br />issues in any effort to evaluate the future management of the waters of <br />the Upper Platte. Any emphaSis on one functional need will likely cause <br />a definite impact on other needs and opportunities. The Bureau of <br />Reclamation's effort focuses on any examination of alternative operation <br />strategies for the entire system and displays certain implications of <br />that alternative or something similar to it being implemented. The next <br />chapter briefly describes the procedure used, the alternatives examined, <br />and some implications which could result. <br /> <br />39 <br />
