<br />diversion systems include the Moffat system diverting Fraser River <br />water, the Williams Fork system which uses the Vasquez Tunnel, and the <br />Blue River system which stores water in Dillon Reservoir and diverts <br />through the Harold D. Roberts Tunnel. <br /> <br />The Corps of Engineers has constructed three dams to provide flood <br />control protection for Denver. These projects - Bear Creek, Chatfield, <br />and Cherry Creek - provide recreation and fish and wildl ife values in <br />addition to flood protection. <br /> <br />Many offstream reservoirs are located in the eastern plains of Colorado <br />along the South Pl atte River and provide irrigation water storage. <br />Included among these are Barr and Standley Lakes, and Milton, Riverside, <br />Empire, Jackson, North Sterl ing, Jul esburg, and Prewitt Reservoirs. <br /> <br />Colorado-Big Thompson Project <br /> <br />The Colorado-Big Thompson Project is one of the most complex natural <br />resource project s undertaken by the Bureau of Rec 1 amat ion. It stores, <br />regul ates, and diverts 230,000 acre-feet of water annually <br />(310,OOO acre-feet maximum) from the Colorado River system on the <br />western slope to the Big Thompson River on the eastern slope. <br />Supplemental water is provided to more than 700,000 acres of land; in <br />addition, municipal and industrial water, hydroelectric power, fish and <br />wildlife, and recreation functions are served. The Northern Colorado <br />Water Conservancy Di strict apport ions the water used for irrigation to <br />more than 120 ditches and 60 reservoirs. Eleven communities receive <br />municipal and industrial water from the project. <br /> <br />The western slope collection system diverts runoff from the high <br />mountains and stores, regulates, and conveys the water to the Alva B. <br />Adams Tunnel for diversion through the Continental Divide. To assure <br />irrigation and power generation under prior rights on the Colorado <br />River, Green Mountain Reservoir was constructed on the Blue River, a <br />Colorado River tributary. Spring runoff in excess of downstream <br />requi rements is stored in thi s reservoi r and subsequent ly released to <br />meet late season requirements for Colorado River water. Part of this <br />water is used as repl acement water for prior rights thus permitting <br />diversion of water by the Colorado-Big Thompson throughout the year. <br /> <br />The principal storage feature on the western slope is Lake Granby and <br />Granby Dam. Shadow Mountain Lake located on the Colorado River near <br />Granby serves as a carriage facility. Willow Creek Pumping Plant lifts <br />water 175 feet from Willow Creek Reservoir to Lake Granby. <br /> <br />COMPACT AND DECREES <br /> <br />Use of water from the Upper Pl atte River Basin is subject to an <br />interstate compact and two court decrees. The North Pl atte River is <br />apportioned by a U.S. Supreme Court Decree of 1945, and a 1953 <br />Stipul ation. <br /> <br />24 <br />
